Short-term horizon

By devising this Strategy, TAURON responded to the market challenges anticipated in the short and long-term, taking into account the possible scenarios for the development of Poland’s energy sector. We posit that in the short-term, i.e. until 2020, no material changes will transpire on the market and in the competitive environment. The domestic energy market will continue to be divided between the largest vertically-integrated power companies (the groups of PGE, ENEA, ENERGA and TAURON) and there will be a number of smaller players that, due to the magnitude of their operations, will not have a significant competitive impact.

To be sure, the percentage held by the renewable and industrial energy sectors will climb, for example in companies such as Orlen and PGNiG, but no other major players will enter the domestic market. Market development and product development in power companies will be driven by the evolution of their offering and a tighter fit with customer needs, while ensuring security of supply and complying with ever more stringent environmental requirements in energy generation. We assume that the demand for electricity will persist in the coming years, mainly due to economic growth and higher per capita consumption of electricity (Poland still remains below the EU average in this respect). The percentage held by respective sources in the generation split will not change materially; despite the increasing number of renewable energy sources, coal will remain the core fuel in the national power sector.

The key issues affecting our business will include:

  • regulation, mainly domestic – for example the level of support for various RES technologies, support for co-generation, changes in the functioning of the balancing market, harmonization of the operating principles of the electricity market according to the European Commission’s guidelines;
  • sales – customer retention, product development and market expansion;
  • optimization of generation assets in terms of adaptation to changing market conditions.
Medium-term horizon

In the medium term, we assume a slight decline in the pace of electricity demand growth, caused by the falling energy intensity of Poland’s economy and stabilization of the economic growth rate. On the other hand, however, the increase in demand for electricity will be sustained by the development of electromobility expected after 2020 and more common use of electricity, for example for heating to prevent low emission sources.

We also assume that consumer awareness will continue to develop, driven by digitization, access to prosumer installations and smart grid solutions. This will require development of transmission and distribution networks, to adapt them to greater load variations and to handle bidirectional flows. Another important direction will be the development of demand-side response/demand-side management (DSR/DSM) services, driven largely by the development of smart technology and market mechanisms.

In generation, other than the development of distributed RES, we see a leading and stabilizing role to be played by large, must-run coal-fired power units. We also expect development of flexible gas-fired units as well as nuclear technologies. We are responding to this scenario today, by implementing investment projects in Jaworzno and Stalowa Wola and by participating in a nuclear project.

In this respect, our business will be heavily influenced by the following:

  • European regulations: adaptation to BAT conclusions, further reduction of CO2 emissions and further growth in the share of RES energy;
  • increasing share of distributed energy generation, including prosumers;
  • decommissioning some units because of the high costs of adapting them to more stringent environmental requirements;
  • integration of the European energy market and the related decline in the importance of local markets in favor of regional markets;
  • rising percentage of production from renewable energy sources; decapitalized coal-fired units will switch to peak (or sub-peak) operation;
  • digitization in a broad sense.

We must also mention that, given the increased use of subsidized RES, solutions to avoid missing money and missing capacity issues must be found. In this respect, we are seeking opportunities in the capacity market, to guarantee energy security defined as securing the ability to balance the National Power System and regulatory resources to continue to integrate non-dispatchable RES sources.

Long-term horizon

Poland’s energy mix will be truly transformed by increasing the use of RES, mainly offshore, PV and prosumer sources, as the costs of those installations decline. At the same time, we posit that modern and flexible conventional sources will still be required for the electrical power system to operate.

It is also possible that breakthrough technologies may appear and they will significantly alter “today’s” energy business. The key production technologies may include fuel cells, fusion energy and construction of orbital solar power plants; large-scale electricity storage may also be developed and there may be important developments in energy transmission technology, for example by using superconductor cables. Absent breakthrough discoveries, the power sector will probably develop by evolution harnessing previously known and commercialized technologies.

We track global trends and themes in research projects and carry out research and development projects in our organization. At present, TAURON is taking part in several projects that may change the face of the energy sector. They include an innovative CO2 management project named CO2-SNG, in which we are building a pilot installation converting carbon dioxide from industrial installations into substitute natural gas, i.e. SNG. We have also started work in the POLYGEN project, in which a multi-product power installation will be developed for use in small and medium cities to tap into the gasification process to produce low-emission electricity and heat from waste, locally available biomass and other solid fuels; substitute natural gas can also be produced through the methanation process and consequently the installation will also be efficiently usable in the summer period.

Today, we cannot predict and prepare for possible breakthroughs in the science of technology innovations, but through cooperation with universities and research centers, we are preparing our current and future employees to face those challenges. We are also modifying our organizational culture to embrace innovation and openness to change.

Electromobility electromobility Using electric vehicles, both individual vehicles such as an electric car, electric scooter, electric motorcycle and electric bicycle and public transport means: trams, trolleybuses and trains. The assumptions for the Electromobility Development Plan and the domestic framework for the policy of alternative fuel infrastructure development call for there being one million electric vehicles on Polish roads by 2025. TAURON is conducting research and analyses on developing, promoting and disseminating electromobility among Polish nationals, developing the electromobility industry in Poland and in particular collaborating in launching and implementing the findings of scientific and technical work in this area. Moreover, jointly with PGE, Energa and Enea, TAURON has submitted an application to the Office of Competition and Consumer Protection to receive a permit to establish a company called ElectroMobilityPoland to create grounds for developing electromobility.
EMAS EMAS Eco Management and Audit Scheme, an EU instrument to encourage all types of organizations to improve their environmental protection constantly. Functions on the basis of Regulation (EU) no. 1221/2009 of the European Parliament and of the Council of 25 November 2009 on the voluntary participation by organizations in a Community eco-management and audit scheme (EMAS). The EMAS requirements constitute guidelines for organizations to structure their environmental protection duties, optimize costs and effectively manage energy and resources. EMAS is also a system for reporting an organization’s environmental impact making it easier to conduct dialogue in this area with stakeholders. Registration in the EMAS system means that an organization has satisfied the most rigorous environmental requirements.

The existence of the balancing market is indispensable for the energy market to function. Entities that buy energy have an obligation to participate in this market.
